A case study of the 2001 Bhuj Earthquake conducted by the author is at the nucleus of the book and provides a clear understanding on how interdependent sub-systems (social, organisational, infrastructure) can fail during sever incidents, and the consequences thereof.
Lack of resources, lack of coordination, and poor communication are endemic to severely damaged disaster environments like the 2001 Bhuj earthquake and are very commonly seen across the world. What is more important for the future is that new methods are being evolved that overcome the potential risks posed by such initial conditions for improving organizational performance. Lessons from the 2001 Bhuj earthquake highlighted in this book are still relevant and provide directions for well-designed future interventions.
The book critically examines performance status of disaster management in the post DM Act 2005 period and identifies many relevant issues and challenges – including development of effective institutions for disaster risk management.
At the end, the book proposes intervention strategies for strengthening and improving disaster management systems keeping in mind the latest developments and best-practices suited to Indian conditions. Drawing on the author's decades of experience both in the domains of disaster management and technology, the book provides tips on - Emergency Operations Center design and development; Media integration into DM, emergency Resources Management systems development and Crowd management.

AUTHOR INFORMATION

Dr. R. K. Dave, PhD, MS, MBA, BE (EC) has more than 40 years' experience in Disaster Risk Management, eGovernance, Spectrum management, ICT (research, policy, plan and project), and SCADA systems.He has supported disaster management activities during many catastrophic incidents in India including the Bhuj earthquake (2001), Kedarnath Flash flood (2013), J&K Flood (2014) while working with Union and respective State Governments. He provided technical support to the State of Gujarat in planning, design and development of State and District EOC facilities/infrastructures. Key National policy documents prepared with his contribution while serving as Senior Consultant with National Disaster Management Authority include – National Guide on Crowd Management at places of Mass gathering and First draft of National Disaster Management Plan.He has advised almost all state disaster management authorities in India with special services rendered to Gujarat State Disaster Management Authority, Bihar Disaster Management Authority, Kerala State Disaster Management Authority, and DMMC (Uttarakhand State).He has served as a subject matter expert to operation "Anantha" designed for urban flood mitigation in the state of Kerala. He also served as a member in the expert committee constituted by the National Academies of Science (NAS, USA) on "Alert and Warning System: Current Knowledge and Future Research".In the domain of academics - He did his bachelor's degree in Electronics and Communications from the MBM Engineering College, Jodhpur. He did his MBA from the BK School of Management, University of Gujarat. Subsequently after completing Master of Science (Health Science) from Touro University International (CA, USA) with honors, he reached the highest level in academics by completing his doctorate from the Gujarat University. His doctoral research and thesis on "Disaster Management and Emergency Response: A Comparative Study of Managerial Structures, Systems and Processes in Gujarat (India) and California (USA)" is a path-breaking study in its field.Dr. Dave has visited many countries – like France, the US, England, Canada, Germany, Brunei, Granada, Ghana etc. - to study the structures, systems, and policies relating to DM including relevant technologies in ICT.He is the founder of a voluntary organization RESPECT (Renewing and Empowering Society's Progress Enhancing Capacities through Technologies).Currently Dr. Dave is providing consultancy services in various projects on "Smart Governance" including disaster management, Irrigation automation, and Urban Water Distribution system" within India and overseas.
